Philippine postal rates for 1939,
valid until 1941, made no mention of air mail rates to Europe via the U.S.
Since the above cover is endorsed Via Clipper it is assumed that the postage
paid is proper as PanAm, beginning 1940, was flying to Europe three times
a week.
